Bank of Canada Meets October 28: What It Means for Your Mortgage and Your Move

On Wednesday, October 28, the Bank of Canada makes its next interest rate decision — and for the first time in nearly a year, nobody is sure which way it goes.

The policy rate has sat at 2.25% through seven consecutive decisions in 2026. Markets are split on what’s next: some traders are betting on the Bank’s first hike in over a year, while economists at TD, CIBC, RBC and Desjardins expect the Bank to hold through year-end and make its next move — likely upward — in early 2027. The odds shift with every data release, which tells you everything about how uncertain this moment is.

Here’s what actually matters if you’re buying, selling, or renewing in Metro Vancouver.

Your fixed rate doesn’t wait for the Bank. Fixed mortgage rates track five-year Government of Canada bond yields, not the Bank’s policy rate — and yields have been climbing since July on global debt concerns and rate-hike expectations. Translation: fixed rates can edge higher even if the Bank holds on October 28. If your renewal is coming up — especially if you locked in a five-year fixed back in 2021 — don’t assume a hold means your rate stays put. Ask your lender now whether they’ll hold a renewal rate (many do, for around 120 days) and get it in writing.

If the Bank holds: stability, not relief. The base case among Canadian bank economists is a hold on October 28. That keeps prime at 4.45% and variable payments where they are. But don’t mistake a hold for good news on borrowing costs: with bond yields already doing the tightening work, the “wait for a rate cut” trade is dead. Buyers sitting on the sidelines hoping for cheaper money are likely to be disappointed.

If the Bank hikes: the math gets tighter, fast. A quarter-point hike would lift prime — and with it every variable-rate mortgage payment and HELOC in the country. It would also raise the qualifying bar, because the stress test doesn’t care about your optimism. Paradoxically, the mere prospect of higher rates tends to pull some buyers forward: as Royal LePage’s Phil Soper has noted, the threat of higher borrowing costs can draw buyers into the market sooner than they’d otherwise act. Expect a short burst of urgency, then a chill.

What this means for Metro Vancouver’s fall market. September gave us a buyer’s market by the numbers: 1,717 sales (down 8.4% year-over-year), a composite benchmark of $1,075,900 (down 5.5%), and inventory 24.3% above the ten-year seasonal average. Rate uncertainty is a big reason buyers stay hesitant — and that hesitation is exactly what keeps prices soft. If the Bank holds and signals patience, the hesitation likely extends into winter, keeping the negotiating advantage with buyers. If it hikes, expect demand to cool further into year-end.

What to do before October 28.

If you’re buying: get pre-approved now and ask for a 120-day rate hold. A hold locks in today’s numbers regardless of what the Bank does — it’s free insurance. Then shop with confidence: uncertainty is uncomfortable, but it’s also why you have selection, time, and negotiating room right now.

If you’re selling: price for today’s market, not for a rate cut that isn’t coming. Buyers are doing the math on every dollar of carrying cost, and overpricing in a soft, rate-uncertain market is how listings go stale.

If you’re renewing: find your exact maturity date and ask your lender the questions that matter — will you hold my rate, and in writing? If I have a variable mortgage, does my payment change or does my amortization stretch? What’s my trigger rate? And shop around: the renewal letter in the mail is rarely the best offer.

The decision lands October 28. Whatever the Bank does, the winning move is the same: know your numbers before the announcement, not after.

Buying This Fall? A Buyer's Playbook for Metro Vancouver's Softest Market in Years

If you've been reading this blog's September recaps, you know the market story: 1,717 homes sold in Metro Vancouver last month — 8.4% fewer than a year ago and 25% below the 10-year seasonal average — while inventory sits 24.3% above that same average. Prices have softened 5.5% year-over-year to a composite benchmark of $1,075,900, and Fraser Valley looks similar: 922 sales (down 4%), its benchmark down 7%, with 9,763 active listings — 31% more choice than usual for this time of year. That's the data. Here's what to actually do with it if you're buying this fall. 1. Treat inventory as your negotiating partner. Active listings are 24% above the 10-year average across Metro Vancouver and 31% above in the Fraser Valley. That means less competition per listing, more leverage on price, and — critically — the return of subjects and conditions that were unthinkable in the bidding-war years. Inspection clauses, financing subjects, and longer completion dates are back on the table. Use them. 2. Start where the discounts already live: condos. Apartment sales dropped 18.6% year-over-year in September — the steepest decline of any segment, and the segment that usually drives half of all transactions. The benchmark is $682,500, down 6.2% from last year. This is where investor demand has pulled back the furthest, and where motivated sellers are most likely to meet a serious offer. If your search includes condos, you're shopping the softest segment in the region. 3. But don't treat every segment like a fire sale. Detached sales actually rose 4.2% year-over-year to 575, and townhomes edged up 0.6%. Well-priced detached homes are still moving — and with the sales-to-active ratio at 9.7% for detached (below the 12% threshold historically associated with downward price pressure, but with sales volume holding), underpricing by 5% and waiting for the phone to ring is a strategy that will cost you the house. Match your approach to the segment: aggressive where apartments are slow, disciplined where detached homes are still finding buyers. 4. Time is an asset — spend it on due diligence. In a hot market, the winner is whoever decides fastest. In this market, the winner is whoever decides best. With listings sitting longer, you can afford the inspection you skipped in 2021, the second viewing at a different time of day, the strata document review done properly. A soft market punishes rushed decisions less and rewards careful ones more. 5. Get your real number before you fall in love. Pre-approval first, then shopping. In a shifting market, the price you could pay in August isn't necessarily the price you should pay in October — and sellers respond to buyers who can show they're ready, not just interested. A clean pre-approval plus a clear walk-away price is the strongest combination in a buyer's market, because it lets you negotiate from certainty instead of hope. One caveat from GVR's chief economist: the current weakness is concentrated in the apartment segment, and the detached and townhome gains point to end-user demand carrying this market — investors are still on the sidelines. That could change, and if investor demand returns, the condo segment would be the first to tighten. In other words: this window of choice and leverage is real, but it has an expiration date no one can predict. The bottom line: this fall offers something Metro Vancouver hasn't seen in years — selection, time, and negotiating room. Whether that turns into a good deal depends on how you play it. Detached vs. Condos in September: One Market, Three Stories

September’s Metro Vancouver numbers look one way from the top and very different underneath. The composite benchmark sits at $1,075,900, down 5.5% from last September, and 1,717 homes changed hands — 8.4% fewer than a year ago and 25% below the 10-year seasonal average. But that single number hides a market now running in three different directions.

Detached homes are quietly holding up. Sales of detached homes rose 4.2% year-over-year to 575 — the strongest showing of any segment. The benchmark price is $1,784,700, down 7.3% from last September and 0.8% from August. In a slow market, “up from last year” counts as resilience.

Condos are carrying the market’s weakness. Apartment sales fell 18.6% to 777 — a steep drop for the segment that usually accounts for roughly half of all sales. The benchmark price is $682,500, down 6.2% year-over-year. When the biggest slice of the market pulls back this far, the headline numbers follow.

Townhomes sit in the middle. Attached sales edged up 0.6% to 358, and the benchmark is $1,016,700, down 4.7% year-over-year. It’s the least dramatic of the three segments — steady transactions, gentler price softening.

The ratio that decides which way prices move. The sales-to-active-listings ratio finished September at 9.7% for detached homes, 12.2% for attached, and 11.4% for apartments. GVR notes that sustained ratios below 12% have historically been associated with downward pressure on prices — which puts the detached segment in the softest position on this measure, even though its sales held up. Total inventory remains 24.3% above the 10-year seasonal average, so buyers are in no rush.

Why investors are sitting this one out. The pattern points to who is actually transacting: end-users buying homes to live in. Investor-driven demand — the engine of the condo market in past cycles — is still waiting for more favourable conditions. Until that changes, the condo segment is likely to stay the softest, and the gap between segments could keep widening into year-end.

If you’re buying: this fall offers something we haven’t seen in years — selection, time to decide, and negotiating room, especially among condos. Well-priced detached homes are still moving, so don’t treat every segment the same.

If you’re selling: pricing to the market is no longer optional, and property type matters more than it has in a decade. A detached home in a good neighbourhood can still draw competition; a condo priced at last year’s level will sit.

Fraser Valley in September: More Choice, Softer Prices — and Buyers Still Waiting

正文:

September’s Fraser Valley numbers are out, and the message rhymes with Metro Vancouver’s: buyers have the upper hand, but most are still sitting on the sidelines.

The headline figures (FVREB September 2026): 922 homes changed hands — down 2% from August and 4% from last September. The composite benchmark price slipped 1% on the month and is now 7% below last year. With a 9% sales-to-active-listings ratio, the Valley remains firmly in buyer’s market territory.

The split by property type: detached homes benchmark at $1.3 million, down 8.8% year-over-year — now $460,000 below the March 2022 peak. Townhomes sit at $745,300 (down 6.2%), while apartments saw the steepest annual drop at 9.3%, benchmarking $461,800.

Inventory is the story: 2,818 new listings hit the market in September — up 19% from August as sellers returned after summer — though still 18% below last year. Total active listings held at 9,763, essentially flat from August but 31% above the 10-year seasonal average. Buyers have rarely had this much to choose from.

If you’re buying: this is the most buyer-friendly Fraser Valley market in years — softening prices, abundant choice, and time to decide. But “buyer’s market” doesn’t mean everything is a deal: well-priced homes in strong neighbourhoods still move.

If you’re selling: pricing ahead of the market is working against you. With buyers cautious and spoiled for choice, a sharp, realistic list price is what gets attention — stale listings just sit.

What I’m watching next: whether October’s typical fall activity finally pulls sidelined buyers back in, and whether the detached segment — already $460K off peak — finds its floor first.

September in Metro Vancouver: Fewer Sales, Softer Prices — What It Means for Your Fall Plans

September’s numbers are in, and they tell a clear story: this is still a buyer’s market, but not the same market for every property type.

The headline figures (GVR September 2026 stats): 1,717 homes changed hands across Metro Vancouver — down 8.4% from last September and 25% below the 10-year seasonal average. The composite benchmark price sits at $1,075,900, down 5.5% year-over-year and 0.6% from August.

The split that matters: condo sales fell 18.6% year-over-year, while detached home sales actually rose 4.2%. Inventory tells the same story from the other side — total listings are down 4% from last year, but still 24.3% above the 10-year seasonal average. Translation: buyers have more choice than normal, and the pressure is landing hardest on condos.

If you’re buying: this fall offers something we haven’t seen in years — selection, time to decide, and softening prices, especially in the condo segment. Well-priced detached homes are still moving, so don’t assume everything is negotiable.

If you’re selling: pricing to the market isn’t optional anymore, and property type matters more than it has in a decade. A detached home in a good neighbourhood can still attract competition; a condo listed at last year’s price will sit.

What I’m watching next: whether October brings the usual fall pickup in activity, and whether the detached/condo gap keeps widening into year-end. I’ll break down the October numbers here when they land.
